Su'mae! I'm Dawn McGuinness, and I'm standing to be top of Welsh Labour's list in Gwynedd Maldwyn for the 2026 Senedd Election. I was born and raised in Bala, and as a working mum of two, I know the difference politics done properly can make.
I work for a national neurological charity, managing our community across North Wales. Before that, I was the manager of a Women's Centre, supporting women from all walks of life. I've been proud to represent you on the National Policy Forum, standing up for Welsh interests, and I'm active in the community as a School Governor, Chair of the PTA.
I believe it is vital that we re-elect a Welsh Labour government in 2026. Our country’s history is based on our progressive policies, such as the Future Generations Act. Only Welsh Labour can be relied on to protect our NHS against privatisation, stand up for working people and protect our beautiful countryside. If I have the honour to serve as your #1 Candidate, and as your MS, I will fight tooth and nail for a Welsh Government committed to delivering bold, visionary, democratic socialist policies.

About
I grew up in Bala, speaking Welsh and English, and would be privileged to represent the community that shaped and raised me.
I have worked in the charity sector for the last 25 years, supporting and campaigning to protect the most vulnerable in society. I will bring this frontline experience to the role of MS.
As an ordinary working Mum, I understand what it’s like to juggle the pressures of modern life, such as paying the rent or mortgage, the spiralling costs of heating the home and putting food on the table.
It is important to the electorate that their elected members are relatable, and it is important that the Senedd is reflective of all people in Wales.

It's A New Dawn for Gwynedd Maldwyn!
My Priorities
Lobbying for a National Social Care Service in Wales
I am very proud that earlier this year in Wales we passed the Health and Social Care Act which prevents the extraction of profit by providers of children's home, secure accommodation and fostering services. However, this doesn’t go far enough, and should be extended to adult care too. This would enable a review of pay and conditions for social care staff, helping to alleviate the current recruitment crisis and in turn alleviate the pressure on the NHS, and free up hospital beds.
Making housing affordable
Having somewhere to call home, being warm and eating are too often things people have to choose between. The proliferation of second homes and holiday lets has artificially inflated the market value of local properties putting them out of the reach of most residents. We must tackle the housing crisis head on by exploring a rent cap, start to build social housing and redefine the Local Authorities' idea of “affordable homes”.
Protecting our Welsh communities and culture
Our language is integral to our identity, I support the Welsh Labour Government’s ambition to have a million Welsh speakers by 2050. We must also ensure that we adequately fund our arts. If we are to maintain our identity as “the land of song” we must ensure that we invest in our children’s futures to offer the opportunities to learn an instrument, sing, dance, act etc. Creative education is vital for mental health. It is just as important as academic education. We also need to protect our beautiful landscapes and ensure that councils are applying the groundbreaking Future Generations Act to all their planning decisions.
Securing local jobs for local people
We need more good quality jobs for local people. Coastal areas in the constituency are overly reliant on the hospitality sector for work, which produces seasonal gaps in employment and limits the resilience of our community when the sector struggles. We need to ensure we attract green businesses to the area to create quality, stable and better paid jobs. The constituency has so much to offer - in a variety of sectors - and we can work with employers to ensure that everyone in Gwynedd Maldwyn feels the benefit of that.
